Kevin Snyder Kevin is an experienced and certified professional with over 33 years of experience in the public and private sectors. He is skilled in executive leadership, change management, employee development, creation of new business divisions, labor relations and organizational management and operational strategies. Kevin is an experienced facilitator of City Council retreats, multi-departmental retreats and community meetings. He is knowledgeable in zoning, historic preservation, land use, housing development, federal entitlement programs, transportation planning, environmental planning, community development, economic development, telecommunications, dry utilities, broadband, municipal finance and public policy development and implementation. Kevin has managed operating budgets of up to $50 million, oversaw multi-million-dollar capital improvement programs, directed multi-disciplinary professionals, conducted organizational assessments and implemented resource development and allocation plans to achieve improved performance benchmarks and motivate and mentor staff. He is a skilled communicator with demonstrated experience in engagement of and collaboration with elected officials, senior leadership, cross-functional staff teams, voluntary board members, community representatives, external agencies, private sector clients and neighborhood, homeowner and business associations. Kevin is a practiced negotiator capable of identifying, developing and balancing different interests, objectives and priorities for the execution of public-private partnerships, development agreements and inter-agency agreements. Prior to joining the City of Escondido, Kevin served as the Development Services Director for the City of Chandler, Arizona with a population of 291,000 people. In this capacity, he led a team of 86 multi-disciplinary professionals and had responsibility for a $32 million operating budget and a $28 million capital improvement program. He has also worked in the public and private sectors in California, Oregon and Washington.
